Các quan điểm bảo tồn đa dạng sinh học trên thế giới:  Phản ánh từ một số chính sách quản lý tài nguyên rừng tại Việt Nam

Tóm tắt

Các quan điểm bảo tồn đa dạng sinh học thường được phát triển dựa trên cách nhìn nhận mối quan hệ giữa con người và tự nhiên. Nghiên cứu này tổng quan giới thiệu và luận giải bốn quan điểm nền tảng trong bảo tồn đa dạng sinh học phổ biến trên thế giới và phân tích điểm một số chính sách bảo tồn tài nguyên rừng điển hình tại Việt Nam. Bốn quan điểm đó là i) “bảo tồn vị bảo tồn” (đề cao giá trị nội tại của tự nhiên); ii) “bảo tồn bất vị nhân sinh” (hướng tới việc chống lại hay ngăn chặn các tác động tiêu cực từ con người đối với tài nguyên thiên nhiên); iii) “bảo tồn vị nhân sinh” (đề cao giá trị sử dụng, kinh tế của tự nhiên đối với con người); và iv) “bảo tồn đồng vị nhân sinh” (đề cao giá trị từ mối gắn kết về tinh thần, đạo đức với tự nhiên của con người. Tại Việt Nam, các chính sách về rừng đặc dụng, đóng cửa rừng, chi trả dịch vụ môi trường rừng và rừng truyền thống có nhiều nét tương đồng với bốn quan điểm trên. Các chính sách này thường được phát triển dựa trên kinh nghiệm quốc tế hoặc giải quyết vấn đề cấp thiết , do đó chưa phản ánh đầy đủ các khía cạnh trong bảo tồn. Mỗi quốc gia có đặc thù riêng về kinh tế, xã hội và văn hoá gắn bó với rừng, chính sách quản lý rừng cần được xây dựng dựa trên nhiều góc độ, góp phần làm sâu sắc thêm những giá trị truyền thống mang tính gắn kết với rừng của mỗi dân tộc.
